Proposed Internal Revenue Service rules set to be published in the Federal Register will exempt from Affordable Care Act tax penalties people in state programs for the medically needy, Medicaid pilot programs and two military health programs. Enrollees in these programs may erroneously believe that the programs provide enough benefits to comply with the ACA’s individual insurance mandate.
